NOTICE OF DECISION TO CONTRACT WITH A SINGLE-SOURCE: The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center, intends to award a single-source Contract to Northrop Grumman for Large Aircraft Infrared Countermeasures (LAIRCM): Measurement and Testing. This procurement is single-source because Northrop Grumman is the Original Equipment Manufacturer (OEM) for the installed LAIRCM missile defense system and has been determined to be the only source able to provide the required precision laser measurement, smart card update, and ground testing. Purpose of Announcement: In accordance with the FAA Acquisition Management System (AMS)Policy 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to contract with a selected source via single-source procedures.
