The Government maintains the microfiche library in the Civil Aerospace Medical Institute basement located on the Mike Monroney Aeronautical Center (MMAC) in Oklahoma City. Digitizing the microfiche library will provide a cost-effective alternative to the problem of maintaining an extensive microfiche library. Additionally, an electronic copy can be easily replicated for backup purposes. The vast majority of the AMCD microfiche libraries are original sheets of AB Dich microfiche. The condition of the microfiche, which were last produced 20 years ago, range from poor to good. Original documents generally measure 8.5 x 11 inches and are microfiche images that are negative and positive. These microfiche images are greyscale with reduction ratios generally of 24X. A given sheet of the government’s microfiche records when filled to capacity contains 98 microfiche images (i.e. 7 rows of 14 microfiche images). The Government does not maintain any microfilm images within the library. One or more FAA Form 8500-8 (Application for Airman Medical Certificate or Airman Medical & Student Pilot Certificate) and supporting documents are contained on each microfiche card. Each FAA Form 8500-8 and its supporting information is considered a unique document. Each unique document can contain typed or handwritten text and/or images such as electrocardiograms, vision field graphs, etc.. Each microfiche card is assigned a reference number called a PI number that corresponds to the airmen record stored electronically in DIWS. Additionally, AMCD is in the process of a complete IT system overhaul. It is imperative current microfiche records (estimated to contain 350,000 airmen medical records, each containing multiple images for an estimated total of 1,000,000 images) be converted to a digital format for storage in DIWS prior to this new IT system's launch, currently estimated January 2021. The government intends to contract with Digital Check Inc. for the nextScan solution on-site microfiche scanning machines that provide the following capability: A) bulk loading capabilities B) allow the complete capture of every image stored on the individual microfiche cards to ensure all images are captured in their entirety C) have a robust support software that allows for the storage and optimization of the captured images D) capacity for high volume processed in an efficient manner while still maintaining the clarity of the image If you're viewing this announcement from a source other than Federal Aviation Administration Contract Opportunities (FAACO), visit https://faaco.faa.gov/index.cfm/announcement/view/34689 to view the original announcement.
