This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this Sources Sought is to obtain knowledge and information on potential contractor interest for project planning purposes. The Federal Aviation Administration (FAA) is required to procure Occupational Medical (Occ Med) audiometric surveillance services under the Environmental, Occupational Safety, and Health (EOSH) Services Group to comply with regulatory requirements. Audiometry services will support the Hearing Conservation Program (HCP). The RFI purpose is to survey the marketplace, assess the level of interest and capabilities among qualified providers, and determine if the scope of work parameters are indicative of the medical community to meet regulatory requirements. This notice does not constitute a Government commitment. Responses to the information requested will assist the Government in determining the appropriate acquisition method, including single source or multiple sources utilized. All information submitted in response to this announcement is voluntary, and the Government will not pay for information requested, nor will it compensate any respondent for any cost incurred in developing information provided. Any organization responding to this notice must ensure that its response defines how it can specifically meet the specifications for the items requested. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After review of the responses received, a Combined Synopsis solicitation notice may be published on Sam.gov. Location and Potential Quantity of Audiometric Services: The FAA has employees enrolled within the HCP in FAA facilities located in 318 cities and 388 zip codes. To support this effort, the contractor will provide OSHA compliant audiograms in the 50 United States; Guam, and Puerto Rico. There are approximately 7,500 FAA employees within the HCP requiring annual audiometric services. The work performed will require the contractor to maintain a contractor owned / operated / subcontracted, network of clinical facilities to provide these services (Contractor Clinical Network). Contractors able to provide access to onsite (FAA facilities) audiometric services may be requested and coordinated by the FAA for large scale roll out at select facilities with sufficient quantities of enrolled HCP employees to meet compliance requirements. Required Audiometric Services: The FAA must provide employees who work in areas of hazardous noise an audiometric testing program to meet OSHA 29 CFR 1910.95 Occupational noise exposure (https://www.osha.gov/laws-regs/regulations/standardnumber/1910/1910.95). The Agency requires a contractor to meet the regulatory requirements within 29 CFR 1910.95(g) Audiometric testing programs, per the standard “Audiometric tests must be performed by a licensed or certified audiologist, otolaryngologist, or other physician, or by a technician who is certified by the Council of Accreditation in Occupational Hearing Conservation, or who has satisfactorily demonstrated competence in administering audiometric examinations, obtaining valid audiograms, and properly using, maintaining, and checking calibration and proper functioning of the audiometers being used. A technician who operates microprocessor audiometers does not need to be certified. A technician who performs audiometric tests must be responsible to an audiologist, otolaryngologist, or physician.” The contractor must meet the standard’s requirements for 29 CFR 1910.95(h) Audiometric test requirements and have access to clinics nationwide to support FAA locations as noted in Appendix A FAA Locations. These locations are subject to change. To meet the requirements, the contractor must have documentation that captures the regulatory requirements necessary for the medical evaluation of the audiogram as noted in 29 CFR 1910.95(m) Recordkeeping. The Contractor Clinical Network must meet the OSHA requirements to provide OSHA compliant audiograms to employees as noted within 29 CFR 1910.94 Appendix C Audiometric Measuring Instruments, Appendix D Audiometric Test Rooms, and Appendix E Acoustic Calibration of Audiometers. To comply with Federal Recordkeeping requirements and in accordance with OSHA and the US Office of Personnel Management (OPM) GOVT-10 Employee Medical File System (EMFS), a complete copy of all clinical collected documentation, audiogram results, and medical interpretation must be provided to the employee and the FAA Occ Med Program electronically upon completion. This may be by secured contractor site access or if by email via Secure Zip encrypted file. The contractor must conduct security audits of their systems and meet or exceed federal requirements for data security (latest version of National Institute of Standards and Technology (NIST) 800-53). As information includes personally identifiable information (PII) and medically sensitive information, the contractor must adhere to the Privacy Act and FAA security policies. Purpose and Objectives: The contractor must be aware of key challenges in performance of the required work to include: Management and oversight of medical records (paper and electronic) to maintain confidentiality and appropriate medical record keeping. This includes meeting the regulatory requirements found in OSHA, National Archives and Records Administration (NARA), and OPM in maintaining these personal occupational medical files. Maintaining communications with the Contractor Clinical Network to ensure accuracy of providers billing and prevent improper billing practices or misdirected bills. Maintaining a Contractor Clinical Network with providers in requested service areas that offer the services required of FAA employees. Maintaining a Contractor Clinical Network with providers that provide consistent and accurate services to meet the scope and regulations. Maintaining a Contractor Clinical Network with providers that provide customer care to the employees who visit. Scheduling and completing services within the defined timeframe(s) as specified within the contract and OSHA regulations to include providing audiogram results no later than 21-days after an audiogram is completed and providing a repeat audiogram when a threshold level is met within 30-days. Note: Unless otherwise specified days are in calendar days. Determine threshold shifts based on comparisons to baseline audiograms and provide interpretation on OSHA recordability for each case. Submitting complete reports without errors or missing records within the defined timeframe. The FAA has approved audiometric records which are standardized to allow better program management. These include historical records in spreadsheets for employees who have had previous audiograms on record. These historical records must be incorporated into the contractor’s Electronic Health Record management system to ensure historical audiograms are part of the review process and for conducting the baseline comparison. Maintaining a Contractor Clinical Network with personnel that are trained to meet the requirements of FAA policies and identified OSHA standards. The contractor will track and record metrics to include but not limited to employees requesting appointment and their completion status, audiograms booked and provided, audiograms canceled or no-shows, audiogram reports processed and sent to the employee and FAA, delays in making a scheduled appointment (> five-days), delays in providing the audiogram record (> 21-days), delays in providing a repeat audiogram for a standard threshold shift (STS) (> 30-days). These metrics will be submitted to FAA to capture OSHA compliance. Anticipated Period of Performance: The anticipated award date is First Quarter fiscal year (FY)27. The anticipated period of performance is one base year and four individual option years. Project Requirements: Performance Requirements include, but not limited to: Contractor Clinical Network FAA employee scheduling process, i.e., email, portal, and/or phone. Confirmation of appointments returned to the FAA and employee via email. Provide appointments details withing five-days. Audiometric testing Pure Tone Audiogram Baseline, annual, repeat, or exit. Bone Conduction Audiogram Limited to employees with significant hearing loss, with unremovable hearing devices, or are unable to achieve a pure tone audiogram. Baseline, annual, repeat, or exit. Mobile Audiometric testing Onsite coordination and set up at a FAA facility Pure Tone Audiogram Bone Conduction Audiogram Meet the same level of requirements of a clinical appointment. Medical Records creation and maintenance to include PII and medically sensitive information, handling/storage. Meet requirements of OSHA, NARA, OPM, and Privacy Act Ensure all records are provided to the specific employee securely and to the FAA to allow the Agency to populate the EMFS. Possible solutions and approaches that may currently exist in the marketplace, and information regarding innovative ideas or concepts. Experience Information: Staff expertise, including their availability, experience, and formal and other training. Current in-house capability that demonstrates your company’s ability to meet the specific requirements and capacity to perform the work. Prior completed projects of similar nature in the past three-years. Corporate experience and management capability. Contractor Clinical Network description and number of facilities that provide OSHA-compliant audiograms. Optional standard operating procedures (SOP) demonstrating OSHA and audiometry competency.
