Nationwide Coverage to Support OSHA Compliance for Medical Services to include Audiometry and Clinical Medical Evaluation Services 693KA8-23-RFI-Clinical Medical Evaluation Services 1.) Introduction/Purpose The Federal Aviation Administration (FAA) is required to procure Occupational Medical (Occ Med) surveillance services under the Environmental, Occupational Safety, and Health (EOSH) Services Group to comply with regulatory requirements. This includes the Hearing Conservation Program (HCP) and for other medical services to meet regulatory requirements. The purpose of this Market Survey/Request for Information is to survey the marketplace to assess the level of interest and capabilities among qualified providers of the required services, as well as whether adequate competition exists to set-aside for small business. 2.) Description of the Required Services {Audiograms} The FAA must provide employees who work in areas of hazardous noise an audiometric testing program to meet Occupational Safety and Health Administration (OSHA) 29 CFR 1910.95 Occupational noise exposure (https://www.osha.gov/laws-regs/regulations/standardnumber/1910/1910.95). The Agency requires a contractor to meet the regulatory requirements within 29 CFR 1910.95(g) Audiometric testing programs, per the standard “Audiometric tests shall be performed by a licensed or certified audiologist, otolaryngologist, or other physician, or by a technician who is certified by the Council of Accreditation in Occupational Hearing Conservation, or who has satisfactorily demonstrated competence in administering audiometric examinations, obtaining valid audiograms, and properly using, maintaining, and checking calibration and proper functioning of the audiometers being used. A technician who operates microprocessor audiometers does not need to be certified. A technician who performs audiometric tests must be responsible to an audiologist, otolaryngologist, or physician.” The contractor must meet the standard’s requirements for 29 CFR 1910.95(h) Audiometric test requirements and have access to clinics nationwide to support FAA locations as noted in Appendix A FAA Locations. This table of locations is subject to change. To meet the requirements, the Contractor must have documentation that captures the regulatory requirements necessary for the medical evaluation of the audiogram as noted in 29 CFR 1910.95(m) Recordkeeping. The clinics must meet the OSHA requirements to provide OSHA compliant audiograms to employees as noted within 29 CFR 1910.94 Appendix C Audiometric Measuring Instruments, Appendix D Audiometric Test Rooms, and Appendix E Acoustic Calibration of Audiometers. There are approximately 6,000 FAA employees within the HCP requiring audiometric services. To comply with Federal Recordkeeping requirements and in accordance with OSHA and the US Office of Personnel Management (OPM) GOVT-10 Employee Medical File System (EMFS), a complete copy of all clinical collected documentation, audiogram results, and medical interpretation must be provided to the employee and the FAA Occ Med Program electronically upon completion. This may be by secured Contractor site access or if by email via Secure Zip encrypted file. The contractor shall conduct security audits of their systems and meet or exceed federal requirements for data security (latest version of NIST 800-53). The FAA does not allow audiograms to be corrected for age-correction. 3.) Description of the Required Services {OSHA compliance medical evaluation} The FAA must provide employees periodic medical evaluation to meet OSHA 29 CFR 1910 and 29 CFR 1926 medical screening and surveillance requirements. OSHA has a pamphlet 3162-01R 2014 Medical Screening and Surveillance Requirements in OSHA Standards: A Guide (https://www.osha.gov/sites/default/files/publications/osha3162.pdf) which includes common hazards and medical surveillance requirements. Within the FAA, there are limited numbers of individuals nationwide who may require some of the following services. This list is subject to change: Asbestos exposure Chromium (VI), Hexavalent exposure HAZWOPER workers physicals Lead exposure Noise (as this is the primary medical surveillance, details as noted in Section 2). Respiratory Protection (Online services found in a separate Market Survey) – this placement would be for clinical respiratory medical evaluations. 4.) CAPABILITY STATEMENT: a.) The Contractor’s primary business must be in providing OSHA compliant medical evaluations. b.) The Contractor must have at least five (5) consecutive years of documented experience in providing said services. c.) The Contractor must provide written evidence of satisfactory service to Federal or State Agencies. d.) The Contractor must show the capabilities of their technicians and physicians who conduct said services to meet applicable federal education, certification, license requirements. e.) The Contractor must provide examples of their medical review and record collection forms. This should include copies of any documentation provided to employees to complete either in advance of the clinic or at the clinic, and documentation that the Contractor uses to collect medical facts and make determinations. f.) The Contractor must provide a timeline and steps on how an employee would set their clinical appointment. The in-clinic process including documentation the employee completes. The in-clinic process for the medical staff. The actual medical processes. And finally, the documentation captured during the in-clinic processes, to the medical review, comparison of previous medical visits to current, and issuing of reports documentation. The Contractor must demonstrate they can meet the reporting requirements within the OSHA standard. g.) The Contractor must have documented quality control to ensure they can meet the regulatory and recordkeeping requirements. h.) The Contractor must protect the employee’s Personal Identifiable Information (PII) and Privacy Act with the records they collect from the employee and create from their system. Access by the FAA Occ Med Program representatives should be authorized by a Release of Information digitally signed by the employee to allow the Release of Medical Information to comply with Federal Recordkeeping requirements and be provided to a clinic if in person follow-up referral is required. i.) As the FAA currently has employees being provided audiograms by a medical provider, the Contractor must demonstrate how they would receive and use historical employee medical data. For example, for HCP copies of the baseline and audiogram records in making their medical reviews for subsequent audiograms. For other programs historical medical reviews of hazard exposures. 5. North American Industry Classification System (NAICS) Code The following NAICS codes are applicable. The NAICS code is 621111 – Offices of Physicians (except Mental Health Specialists). The small business size standard for this code is $16 million. For audiogram services, the NAICS code is 621340 – Offices of Physical, Occupational and Speech Therapists and Audiologists. The small business size standard for this code is $12.5 million. The NAICS code is 621399 – Offices of all Other Miscellaneous Health Practitioners. The small business size standard for this code is $10 million. The NAICS code is 621498 – All Other Health Care Centers. The small business size standard for this code is $25.5 million. The NAICS code is 621511 – Medical Laboratories. The small business size standard for this code is $41.5 million. 6.) Nature of Competition The nature of the competition has not been determined at this time. The FAA will assess the responses to this market survey and will make acquisition decisions based on responses. 7.) General This market survey is only for the purpose of identifying potential sources. The FAA will not accept unsolicited proposals. The Government is not liable for costs associated with the preparation, submittal of inquiries, or responses for this announcement, and will not reimburse any firm for cost incurred in responding to this public announcement. Responses will not be returned. Since this is a market survey announcement, no evaluation letters and/or results will be issued to the respondents.
