Title: Sources Sought Notice/Request for Information pertaining to a contemplated new procurement to acquire contractor support services to assist with food service management contract to design, construct, operate, and manage a multi?vendor food court. DESCRIPTION OF REQUIREMENT The purpose of the attached DRAFT Statement of Work (SOW) is to procure the services of entities who can provide services that assist with food service management contract to design, construct, operate, and manage a multi?vendor food court located within the William T. Coleman, Jr. and Norman Y. Mineta Federal Building (Department of Transportation Headquarter (DOT HQ), located at 1200 New Jersey Avenue Washington DC 20590, comprised of two office facilities totaling approximately 1.7 million square feet and serving a workforce of around 6,500 personnel. The kitchen is approximately 3,500 square feet, Servery is approximately 5,500 square feet and the East Atrium is 7,000 square feet respectively (see attached floorplan). The Department of Transportation (DOT), Office of the Senior Procurement Executive in Office of the Secretary (OST), is issuing this Sources Sought Notice to seek industry comments and identify potential Contractors capable of performing the work described herein. This notice is not a Solicitation and it does not seek the submission of formal binding quotation/proposal. In the event that DOT determines that these services will be procured, a formal Request for Proposal will be issued. DOT cannot and will not reimburse any organization for its time, effort, or costs expended in responding to this Sources Sought Notice. Your response will be treated as information only. It shall not be used as a proposal. The NAICS code for this effort is 722310 (Food Service Contractors), however, other NAICS being considered are 722511 and 722513. NAICS code will be finalized if there is a formal solicitation issued. The anticipated period of performance proposed is five years inclusive of a one (1) year base period and four (4) one year option periods. RESPONSES TO THIS RFI After reviewing the DRAFT SOW, interested parties shall submit the following in response to this RFI: Company Capability Statement tailored to the requirement (SOW) that demonstrate ability to successfully accomplish the goals of the project. Business size; Proposed contract type; and Any other suggestion/recommendation that will help in successful accomplishment of the project. FORMAT AND PAGE LIMIT Responses to this RFI shall not exceed 15 pages, excluding any attachments. There is no formal question and answer period for this RFI and no questions will be entertained before the due date, however, feel free to submit questions and comments as part of your submission. Interested companies should e-mail their responses to this RFI to Abdul.Latifi@dot.gov with a copy to Robin.Golden@dot.gov by 02:00 PM Eastern Time, November 18, 2025.
