DESCRIPTION OF REQUIREMENT The Department of Transportation (DOT) seeks a contractor to identify possible options for better reflecting the operating environment of today's railroad industry within URCS. As described more fully in the attached Statement of Work (SOW), the STB seeks an expert consultant contractor to conduct an overall assessment of the methodologies currently incorporated into URCS and identify areas of potential modification, including cost variabilities, unit costs, and allocation of unit costs (both with respect to reflecting actual railroad operations and appropriate economies of scale). The Department of Transportation (DOT), Office of Security of Transportation (OST) is issuing this Sources Sought Notice to seek industry comments and identify potential Contractors capable of performing the work described herein. This notice is not a Solicitation and it does not seek the submission of formal binding quotation/proposal. In the event that DOT determines that these services will be procured, a formal Request for Proposal will be issued. DOT cannot and will not reimburse any organization for its time, effort, or costs expended in responding to this Sources Sought Notice. The NAICS code for this effort is 485999, All Other Transit and Ground Passenger Transportation. The anticipated period of performance proposed is eighteen (18) months inclusive of a (one (1) year base period and one (1) year option period). The Government intends to award one (1) Contract to a single offeror. RESPONSES TO THIS RFI After reviewing the draft SOW, interested parties shall submit the following in response to this RFI: - Company Capability Statement tailored to the requirement (SOW) that demonstrate ability to successfully accomplish the goals of the project; - Business size and DUNS number; - If a GSA Schedule holder, please provide GSA Price List; - Proposed type of contract and labor categories inclusive of potential rates; and - Rough Order of Magnitude (ROM) that will estimate the requirement level of effort and cost to complete the tasks outlined herein. - There is no formal question and answer period for this RFI and no additional questions will be entertained at this time. However, feel free to submit any questions and comments by the Source Sought Notice due date. FORMAT AND PAGE LIMIT Responses to this RFI shall not exceed 10 pages, including any attachments. Any questions concerning this notice should be directed to the Contract Specialist CTR, Ajmal Khan with a courtesy copy to the Contracting Officer, Robin D. Gates in the attached Excel Sheet (Attachment 2). Any interested company should e-mail their responses to Ajmal.Khan.CTR@dot.gov with a courtesy copy to Robin.Gates@dot.gov by 12:00 PM Eastern Time, Friday, July 26, 2019. Please reference "RFI for the Evaluation of STB's Uniform Railroad Costing System (URCS)" in the subject line when submitting your response.
