PHMSA is seeking information from interested parties, potential vendors, and systems integrators to implement a web-based Digital Repository/Virtual Library platform integrated with specialized physical library management functionality for LNG facility safety. The platform would centralize standardized access to industry consensus standards, regulatory documentation, and reference literature, with access via IP verification or username/password, support for concurrent users, and no required software installation on user computers or servers. It must handle tier-based access controls across geographically dispersed stakeholder groups, enforce digital rights management, track visitor engagement, and provide administrative reporting for PHMSA management. This RFI/Sources Sought is for market research and planning only under FAR Part 10 and is not a formal solicitation, RFP, or IFB. Responses are voluntary, cannot form a binding contract, and the government will not pay or reimburse preparation or administrative costs.
