Pipeline Safety Research and Development (R&D) - Research Announcement 12
PHMSA’s Office of Pipeline Safety seeks applications for research projects funded as Other Transaction Agreements (OTAs). Proposals will be evaluated through administrative and technical review based only on submitted materials; duplicate work will be rejected, and PHMSA may fund all, some, or none of the proposals. PHMSA will not reimburse proposal development costs, and proposal contents will be treated as sensitive, competitive information. Offerors must register in SAM and complete PHMSA’s Pipeline Safety R&D MIS registration, then submit the full package electronically through MIS with Appendices A and B and all attachments, using PDF except an editable Excel file for Attachment #3. Questions must be emailed to the designated PHMSA contacts, and timely responses will be posted publicly on SAM.gov within 2–3 business days after the questions deadline.
