A complete proposal package must include Appendices A and B and all attachments; missing documents will prevent award, and most items must be PDF except Attachment #3, which must be editable Excel. Offerors must be registered in SAM and PHMSA’s MIS, and proposals must be submitted electronically through MIS; late or incomplete submittals will not be considered.
