NHTSA’s Office of Vehicle Safety Compliance seeks a contractor to provide testing, inspection, and reporting services to verify that motor vehicle brake fluids comply with Federal Motor Vehicle Safety Standard No. 116. The contractor will manage the procurement, receipt, inventory, inspection, testing, reporting, storage, and disposal of test items, and supply detailed test data, photos, video, and setup observations. This effort will result in a single-award Indefinite Delivery, Indefinite Quantity (IDIQ) contract with Firm Fixed-Price and cost reimbursement elements for Contractor Purchased Test Items. Questions regarding the solicitation must be submitted electronically no later than 12:00 PM ET, August 6, 2026.
