Title: Federal Motor Vehicle Safety Standard (FMVSS) No. 121, Air Brake Systems and FMVSS No. 136, Electronic Stability Control for Heavy Vehicles • Classification: PSC H223 – Equipment and Materials Testing – Ground Effect Vehicles, Motor Vehicles, Trailers, and Cycles • NAICS Code: 541380 – Testing and Laboratory Services $19.0M This is a synopsis for a procurement in accordance with FAR Part 5.203; to provide notice of the Government's proposed contract action listed herein. Description: The National Highway Traffic Safety Administration (NHTSA) is an operating administration of the United States Department of Transportation (DOT) and its mission is to save lives, prevent injuries, and reduce economic costs associated with motor vehicle crashes. As part of its mission to reduce fatalities and injuries caused by motor vehicle crashes, NHTSA promulgates Federal Motor Vehicle Safety Standards (FMVSS). Manufacturers of motor vehicles and items of motor vehicle equipment are required to certify that each product they sell in the United States meets the requirements of all applicable safety standards. NHTSA’s Office of Vehicle Safety Compliance (OVSC) is charged with determining whether manufacturers meet the applicable safety standards. This contract effort will enable the agency to meet its mission by assuring that motor vehicles meet the requirements in FMVSS No. 121, Air Brake Systems and FMVSS No. 136, Electronic Stability Control Systems for Heavy Vehicles. The solicitation will result in a single Firm Fixed Price (FFP) contract award. Solicitation Information: This acquisition is being offered for full and open competition. The NAICS Code for the anticipated contract is 541380. Contractors must be registered in the Systems for Award Management Database located at http://www.sams.gov to be considered for contract award. It is the Government’s intent to award a single Firm Fixed Price (FFP) contract type with or without discussions, to the responsible offeror whose proposal conforming to the solicitation, is most advantageous to the Government based on the evaluation factors contained in the solicitation. It is the Offeror’s responsibility to monitor the https://www.sam.gov/ for the release of the solicitation and amendments (if any). Potential Offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). Requests for paper copies of the RFP will not be accepted. The anticipant solicitation released March 2024. Period of Performance: Sixty (60) months.
