To achieve NHTSA’s mission, the Human Factors & Engineering Integration Division requires contractor support to carry out rigorous and innovative motor vehicle safety-related research. The purpose of this Indefinite Delivery Indefinite Quantity (IDIQ) contract is to provide NHTSA with the capability to award Task Orders covering a broad range of research topics related to human factors and vehicle safety. NHTSA intends to award IDIQ contracts to Offerors who submit proposals that are scored within the competitive range (see Section L for instructions and Section M for evaluation criteria). Offerors who are awarded an IDIQ contract will be qualified to submit proposals in response to requests for proposals (RFPs) issued by NHTSA under this IDIQ. The solicitation will result in a multiple award IDIQ contract whereby individual Cost (no fee), Cost- Sharing, and Cost Plus Fixed Fee (CPFF) and Cost Reimbursement, Firm Fixed Price (FFP) and Time and Material (T&M) Task Orders shall be issues in accordance with FAR 16.5 to obtain professional whereby individual Cost (no fee), Cost- Sharing, and Cost Plus Fixed Fee (CPFF) and Cost Reimbursement, Firm Fixed Price (FFP) and Time and Material (T&M) Task Orders shall be issues in accordance with FAR 16.5 to obtain professional services.
