The purpose of this Contract is to procure testing services, inspection services, and reports to support NHTSA’s assessment whether rear impact guards complies with the requirements of Federal Motor Vehicle Safety Standard (FMVSS) No. 223, Rear Impact Guards. If a rear impact guard fails to meet the requirements of FMVSS No. 223, NHTSA may open a non-compliance investigation pursuant to 49 U.S.C. § 30166. If following the investigation, NHTSA determines that a non-compliance with the standard exits, it may order the manufacturer to conduct a recall pursuant to 49 U.S.C. § 30118. FMVSS No. 223 applies to rear impact guards for trailers and semitrailers subject to FMVSS No. 224, Rear Impact Protection. The standard was created to reduce the number of deaths and serious injuries that occur when light duty vehicles collide with the rear end of trailers and semitrailers.
