(FIS) for continued hosting support for the Problem Driver Pointer System’s (PDPS) National Driver Register (NDR) and its migration to a new hosting environment within the government-certified Cloud infrastructure. In addition to providing notice of intent to sole source contract for these services, this notice seeks to identify any potential qualified Small Business (SB), Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, VOSB SDVOSB, or WOSB concerns that may be interested in and capable of performing the work described herein. NHTSA welcomes all qualified Small Business concerns, with the appropriate NAICS Code and past experience to submit their Corporate Capability Statements that demonstrate their ability to successfully accomplish the goals of the project as listed below. NHTSA does not intend to award a contract on the basis of responses to this notice or otherwise pay for the preparation of any information submitted. Acknowledgement of receipt of responses will not be made; no formal evaluation of the information received will be conducted by NHTSA. NHTSA may; however later on issue a Request for Proposals (RFP). However, should such a requirement fail to materialize, no basis for claims against NHTSA shall arise as a result of a response to this notice. (see attached Draft SOW) Background: The National Highway Traffic Safety Administration (NHTSA) seeks a qualified Contractor to provide a hosting environment, hosting services and technical support for the Problem Driver Pointer System (PDPS) application. The Contractor will work with NDR and PDPS stakeholders in migrating the PDPS application and database from its current hosting environment to a DOT/NHTSA-approved traditional (dedicated/virtual) hosting environment and/or commercial cloud environment. The NDR is a traffic safety program located within NHTSA’s Office of Research and Traffic Records. The NHTSA was established by the Highway Safety Act of 1970 and is a component of DOT. The NHTSA carries out programs relating to the safety performance of motor vehicles and related equipment, motor vehicle drivers, and pedestrians. The NHTSA was established to carry out a congressional mandate to reduce the mounting number of deaths, injuries, and economic losses resulting from traffic crashes on the nation's highways; to provide motor vehicle damage susceptibility and ease of repair information, motor vehicle demonstrations, and protection for purchasers of motor vehicles having altered odometers; and to promulgate average fuel economy standards for passenger and non-passenger motor vehicles. Currently, the Problem Driver Pointer System (PDPS) resides on dedicated servers at the incumbent vendor's data center, which provides hosting, infrastructure management, and managed services such as database administration and system administration. During the Migration Period, the contractor shall keep the PDPS application operating as usual meeting all the requirements outlined in Section C related to system operation. In addition to this, the contractor shall also provide necessary access to the PDPS infrastructure for the new contractor personnel. The details of this access shall be provided by NHTSA. The contractor shall also provide assistance to the new contractor to move PDPS data to the new contractor’s location. Also, the contractor shall make changes to the existing PDPS infrastructure to allow connectivity to/from the new contractor’s network. The contractor shall assist the new contractor with any migration-related issues which arise due to connectivity between existing PDPS infrastructure and the new contractor’s infrastructure. The contractors shall ensure that all existing application data and artifacts shall be deleted from all storage devices at the direction of NHTSA after the PDPS application has been successfully migrated to the new contractor’s infrastructure. Backup files needed to maintain data integrity shall be retained pending notice from the Contracting Officer Representative (COR) that transfer of data files has been successfully completed. When notified by the COR, all data files shall be erased or destroyed so that the data cannot be accessed. Objective: The principal objective of this bridge IT Contract is to continue providing a hosting environment, hosting services and technical support for the Problem Driver Pointer System (PDPS) application in preparation of it being moved into the DOT Cloud environment. The Contractor will work with NDR and PDPS stakeholders in migrating the PDPS application and database from its current hosting environment to a DOT/NHTSA-approved traditional (dedicated/virtual) hosting environment and/or commercial cloud environment. The Contractor will be required to the proposed fixed unit price shall cover all of the technical and general support requirements for migration, operation and support of hosting services, database services, network management, and infrastructure management including application servers, database servers, network connectivity, security, SAN storage, SFTP, assessment and audit support, cybersecurity management, information security management and disaster recovery. Proposals must include a separate fee for each of the following: • Oracle database & PDPS hosting solution and maintenance; • Manage and provide functional and technical support for PDPS; • Migration assistance; The NHTSA may choose to implement 1) a traditional (dedicated/virtual) hosting solution and/or 2) a cloud platform hosting solution. Capabilities: The corporate capability statement must address the capabilities necessary to accomplish the scope outlined above as well as the additional tasks and characteristics given below: • Part One provides details regarding the infrastructure/software installation and configuration requirements for the PDPS environment (See Section C.3.1). • Part Two explains the migration requirements necessary to move the PDPS application from the incumbent vendor to the new vendor’s hosting environment (See Section C.3.2). • Part Three describes the necessary hosting and administration requirements (See Section C.3.3). All parts address the associated roles and responsibilities needed for the vendor to accomplish all of these requirements. (see attached SOW) Format of Corporate Capabilities Statement: The anticipated period of performance is for a base period twenty-four (24) months. A Cost Plus Fixed-Fee (CPFF) contract is anticipated. Interested firms should identify their capability provide the services described above. The written response must include detailed information relating to the specific data being requested. Expressions of interest without sufficient detail to permit evaluation of one’s ability to provide the requested information will not be considered. This notice of intent is not a request for competitive proposals nor is a Request-for-Proposal solicitation document currently available. A determination by the Government not to compete this action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive acquisition. In the absence of responses from interested firms demonstrating their capability, NHTSA intends to request a proposal from Fidelity National Information Services, Inc. (FIS) on a noncompetitive basis for the work described. Responses must be received by the listed procuring office within 15 days from the date of publication or the closing date of this notice.
