The objective is to procure a COTS training course work for implicit bias training and educating to support recently signed Executive Orders, employees have been charged with the responsibility to pursue a comprehensive whole of government approach in the work they perform to advance transportation equity for all, including people of color and others who have been historically underserved, marginalized, and adversely affected by persistent poverty and inequality. A suitable COTS training course work shall have speakers that possess expertise as well as past experience in training state and local law enforcement agencies on implicit bias. The COTS training course work shall also support a systematic approach to embedding fairness in decision-making processes in the work employees perform on behalf of NHTSA. In addition to Section C.3 “General Requirements” and specific dates for training this solicitation employs the use of a “brand name or equal” item description as listed in Section B “Schedule” to that of: IMPLICIT BIAS AWARENESS (IB 101), or equal; and no other items will do in satisfying this requirement.
