UNITED STATES DEPARTMENT OF TRANSPORTATION (USDOT) NATIONAL HIGHWAY TRAFFIC SAFETY ADMINISTRATION (NHTSA) Synopsis for Solicitation 693JJ919R000062 Vehicle Safety Research (VSR) Testing Programs Introduction The National Highway Traffic Safety Administration's (NHTSA) mission is to save lives, prevent injuries and reduce traffic-related health care and other economic costs. The agency develops, promotes and implements effective educational, engineering and enforcement programs with the goal of ending vehicle crash tragedies and reducing economic costs associated with vehicle use and highway travel. The Office of Vehicle Safety Research (VSR) conducts extensive research, development, testing, crash investigation, and data collection and analysis activities to provide the scientific basis needed to support the Agency's motor vehicle and traffic safety goals. The VSR formulates, develops, and executes research programs to develop agency requirements in the areas of testing, and assessing motor vehicle crashworthiness safety standards. Also, NHTSA has developed research test procedures for frontal and side. This Contract effort will enable the agency. Background The research efforts conducted under this contract will performed through issuance of a task order that will provide a range of research skills that will be used to plan, conduct vehicle safety research tests such as dynamic crash tests, static and dynamic rollover tests, sled tests and static tests for late model production and/or modified vehicles. Another research effort is in the area of pedestrian testing. For some of these tests NHTSA requires development and fabrication of test devices and test fixtures for evaluating both vehicles and dummies. The Contractor also shall be required to provide quality control (QC) as a result of the data. Purpose The purpose of this acquisition will provide a range of research skills that will be used to plan, conduct vehicle safety research tests such as dynamic crash tests, static and dynamic rollover tests, sled tests and static tests for late model production and/or modified vehicles. Another research effort is in the area of pedestrian testing. For some of these tests NHTSA requires development and fabrication of test devices and test fixtures for evaluating both vehicles and dummies. The Contractor also shall be required to provide quality control (QC) as a result of the data. The Contractor shall be required to furnish qualified technical personnel, facilities and equipment to perform inspection and compliance testing services to determine conformance of motor vehicles to the requirements of the "Vehicle Safety Research (VSR) Testing Programs." At the time of contract award, the Contractor shall have all necessary personnel, facilities and equipment to fulfill contract requirements. Synopsis This synopsis, in accordance with FAR 5.203(a), issues a 15-day public notification prior to the issuance of a solicitation 693JJ919R00062. NHTSA intends to issue a solicitation for a Full and Open Competition in support of the Vehicle Safety Research (VSR) Testing Programs. Contract Type and Period of Performance NHTSA intends to award one Indefinite Delivery, Indefinite Quantity (IDIQ) contract whereby Firm Fixed Price Delivery Orders will be issued, in accordance with FAR 16.505. The applicable NAICS code and size standard for this acquisition are as follows: 541380, Testing Laboratories, $15.0 M. The anticipated period of performance is a Base of Two (2) years and Three (3) Optional Years. Place of Performance/Physical Location The work performed under the proposed Contract and any Delivery Orders issued under the Contract shall be accomplished at the Contractor's facilities and those facilities shall be located within the continental United States. There shall be no deviation from or waiver of this requirement. NOTE: Contractors must be registered in the System for Award Management (SAM) database located at www.sam.gov in order to receive an award in response to the solicitation. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. This notice is published for informational purposes only and is not to be construed as a commitment by the Government. The solicitation will be released electronically via this Government Point of Entry (GPE) otherwise known as Federal Business Opportunities or www.fbo.gov. As such, no written, telephonic or other type of request for an advance copy of the solicitation will be entertained. Potential offerors/vendors are encouraged to register on www.fbo.gov to receive any further information in reference to the subject action inclusive of any announcements, and/or amendments to the solicitation after its release.
