The Federal Railroad Administration (FRA) intends to award a small-business set-aside purchase order for post-accident toxicological testing of human samples, tox box program management, and related scientific services supporting the Office of Railroad Safety’s Drug and Alcohol Division. The contractor must provide scientifically sound and legally defensible toxicological analyses of urine, whole blood, and tissue samples for compliance with 49 CFR Part 219/Part 40. Offerors must hold required laboratory credentials, such as DHHS/SAMHSA NLCP accreditation, ABFT forensic toxicology accreditation, or CAP accreditation. The total estimated value of the purchase order is $2,600,000.00. The government will award based on the best overall value to the agency after evaluating qualified quotations.
