The Federal Railroad Administration (FRA) intends to award a small-business set-aside purchase order for technical and scientific oversight services supporting the Office of Railroad Safety, Drug and Alcohol Division, including forensic toxicology, laboratory testing, proficiency testing, and compliance review under 49 CFR Part 219/Part 40 for the Post-Accident Toxicological Testing (PATT) Program. The total estimated value of the purchase order is $2,700,000. Quotes must include inspection team members with F-ABFT, D-ABFT-FT, D-ABFT-FA, D-ABFT-FD, or equivalent certification, and incomplete or non-compliant quotes may be removed from consideration. The government intends to make a best-value award after evaluating qualified quotations and reserves the right to cancel the solicitation without award.
