This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. The purpose of this combined synopsis/solicitation and resulting Blanket Purchase Agreement (BPA) is to procure outside legal counsel services to provide legal advice and assistance to support complex property transactions in which FRA has a federal interest. FRA anticipates an increased need for legal assistance on complex property transactions, often involving commercial interests, in part due to the unprecedented Federal funding for rail improvement projects provided in the Infrastructure Investment and Jobs Act (IIJA) (Pub. L. 117-58). Many of these projects may involve Amtrak-owned property that is subject to the Federal Mortgage. The solicitation number is 693JJ624Q000014 and being issued as full and open competition.
