This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Federal Railroad Administration intends to acquire the commercial services to demonstrate the Railroad Information Sharing Environment (RISE) project partnership proof-of-concept. The Contractor will provide safety data analysis and sharing capabilities that could support changes in policies, processes, and requirements associated with railroad safety. The Contractor will build a prototype public/private data sharing environment with controls to protect proprietary railroad industry data (see attached Statement of Work for period of performance and deliverables).
