This announcement constitutes the only solicitation; quotations are being requested, and a separate written solicitation document will not be issued. This solicitation is being issued under the authority of FAR Part 13 Simplified Acquisition Procedures. This solicitation is a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC Number: 2022-06 effective 26 May 2022. The associated North American Industrial Classification System (NAICS) code for this procurement is 511210 Software Publishers with a small business size standard of $41.5M. This acquisition is being procured as a brand name requirement for MentorCliq. Brand-name equivalents must demonstrate the capability and meet the standards identified in the SOW in order to be considered technically acceptable All responsible offerors may submit a quote that will be reviewed by the Government. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. A responsible quoter is one whose quotation conforms to the solicitation and will be most advantageous to the Government.
