This is a Request for Proposal (RFP) for "Development and Delivery of Design and Traffic Operations; Freight and Transportation Logistics; Intelligent Transportation Systems (ITS); and Transportation Performance Management (TPM) Trainings" for the National Highway Institute (NHI). The Government intends to award multiple award indefinite delivery indefinite quantity (IDIQ) contracts as a result of this solicitation. Resulting task orders (TOs) may be firm-fixed price (FFP), time and materials (T&M) or Labor Hour (LH) or a combination of two or more listed contract types. This is a combined synopsis/solicitation for commercial products and/or commercial services. This solicitation is prepared in accordance with Federal Acquisition Regulation (FAR) Part 12 - Acquisition of Commercial Products and Commercial Services and Part 15 - Contracting by Negotiation. This solicitation is issued as a full and open competition with one small business reserve. This RFP has been amended to include the Government's responses to vendor questions and related revisions.
