Pursuant to 13.106-1(b), the Federal Highway Administration (FHWA) intends to negotiate a single source purchase order with Economic Systems, Inc to complete the final handbook that assesses and highlights the best practices and innovative approaches to ADA transition plan implementation at State DOTs throughout the nation. Economic Systems has completed the project work to date including survey of State DOTs and territories and analysis of the survey results. The Contractor has submitted multiple draft versions of the research product, a handbook, and have responded to comments from the Office of Civil Rights Staff. They have provided a draft of the final handbook and it has been under review by staff for an extensive period of time. The sole source contract is being requested so the final handbook can be completed after DOT comments have been provided and the handbook can be modified accordingly and made compliant with 508 accessibility requirements. Soliciting and choosing a new contractor would not be a good use of DOT funds because of the work and analysis already been completed by the current contractor. The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
