Pursuant to 13.106-1(b), the Federal Highway Administration (FHWA) intends to negotiate a single source purchase order with the National Academy of Sciences (NAS) for large exhibit space during the 102nd TRB Annual Meeting. The 102nd TRB Annual Meeting is an FHWA approved conference. The conference program will cover all transportation modes, with attendees that include policy makers, administrators, practitioners, researchers, and representatives of government, industry, and academic institutions. The spotlight theme for 2023 is Rejuvenation Out of Disruption: Envisioning a Transportation System for a Dynamic Future. Participation on the exhibit floor is a great opportunity for FHWA to display to a broad audience the work being conducted. The cost of four thousand (4,000) square feet of exhibit space will be covered through the TRB Core Program Services cooperative agreement. The remaining thirteen hundred (1,300) square feet of exhibit space is at cost. NAS is the only source reasonably available for the purchase of exhibit hall space. The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
