Justification and approval to use other than full and open competition to award a contract to National Academy of Sciences (NAS), Transportation Research Board (TRB), to continue to conduct and document a program to assist in the guidance of current and future activities related to the FHWA’s Infrastructure Research and Technology (R&T) program; including performance of both the Long-Term Bridge Performance (LTBP) and the Long-Term Pavement Performance (LTPP) programs. LTBP/LTPP program activities include data collection, analysis, product development, delivery, and coordination and communication. To fulfill its strategic goals, FHWA must ensure that the needs of stakeholders are addressed and their technical input is obtained in order to make successful investments in the LTBP/LTPP programs, including test section monitoring, data management, data analysis, and product development. The FHWA desires to receive input and feedback from key stakeholders by bringing parties together in a committee and Expert Task Groups (ETG) to provide advice and assistance on the conduct of the LTBP/LTPP programs. For each LTBP/LTPP program, a committee of approximately 15 members, including senior employees of state transportation agencies and others taken from private, academic, and other sectors of the transportation industry will be organized to accomplish this objective.
