Pursuant to 13.106-1(b), the Federal Highway Administration (FHWA) intends to negotiate a single source purchase order with the American Association of State Highway and Transportation Officials to secure seats for FHWA senior leaders to participate in three leadership development opportunities offered by AASHTO: AASHTO Management Institute, AASHTO Leadership Institute, and AASHTO Executive Institute. The AASHTO Leadership Development Series has been developed to provide transportation officials at the Local, State, and Federal with leadership development opportunities that allow participants to develop practical strategies for planning and directing work to accomplish organizational goals while also understanding of the issues, resources, and relationships specific to the transportation industry. Other leadership training opportunities are available in general from organizations like American Management Associates, Management Concepts, etc.; however, those training opportunities do not center on the transportation industry and the challenges that are unique to it like the AASHTO Leadership Development Series. While the training has been developed by AASHTO it is currently being delivered in partnership with CMC Associates and Kansas State University. The AASHTO Leadership Development Series is only available through CMC. The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
