Pursuant to 13.106-1(b)(1)(i), the Federal Highway Administration (FHWA) intends to solicit from a single source with the National Association of Development Organizations (NADO) Research Foundation to provide Capacity Building support to Advance Intelligent Transportation Systems. The FHWA requirement is currently conducting research to support outreach and capacity building efforts with rural transportation stakeholders, with a focus on Regional Transportation Planning Organizations (RTPOs) and similar agencies as well as their local government members, to facilitate the advancement of Intelligent Transportation Systems (ITS) in rural areas and in small communities under 50,000 population. The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
