Pursuant to 13.106-1(b)(1)(i), the Federal Highway Administration (FHWA) intends to solicit from a single source, The Evaluators Institute (TEI) to provide training course entitled, “Introduction to Cost-Benefit and Cost-Effectiveness Analysis”. FHWA is currently working with the National Highway Institute to develop a course "Benefit cost Analysis (BCA) for Evaluation of Transportation Projects" (BCA Evaluation) for FHWA employees with little to no economic background. This is an FHWA mission-critical course. In order to adequately prepare participants to benefit fully from the BCA Evaluation course, it is necessary that they first obtain an introductory BCA understanding. That is why participants are required to take an introductory BCA course as a pre-requisite for the BCA Evaluation pilot course to be offered later this year. The intent of this notice is not to request competitive quotes, and any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities, which demonstrate they possess the ability to successfully perform this effort.
