Pursuant to FAR 8.405-6(1)(B), the Federal Highway Administration (FHWA) intends to solicit from one source to provide consulting support to current FHWA HPMS Staff and IT Support to implement a Validation Rules Engine for the Highway Performance Monitoring System (HPMS) into a production environment. And to provide consulting support to USDOT staff to develop a workflow and process to conflate and validate the Highway Performance Monitoring System (HPMS) against other datasets at FHWA and the USDOT. The contractor provides exclusive licensing of the software. FHWA currently has several licenses of the software. This software provides unique capabilities to validate Spatial and Non Spatial data which has been established in the previous purchase of the software. This contract involves obtaining services to best utilize FHWA’s existing licenses of the software into the production environment of the Highway Performance Monitoring System (HPMS). The contractor is the exclusive vendor that provides the expertise and training for the software product. The intent of this notice is not to request competitive proposals but to comply with FAR FAR 8.405-6(2), and any information received from interested parties will only be considered solely for determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm’s capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
