Pursuant to 13.106-1(b), the Federal Highway Administration (FHWA) intends to solicit from a single source with the American Association of State Highway Transportation Officials to provide FHWA with AASHTO Annual Standard License. There are no other sources that meet the requirements for access to the full suite of AASHTO standards in one online portal with the required historical standards versions and unlimited user logins. This procurement support a wide range of FHWA users that need access to multiple different AASHTO standards to perform their job functions. The historical versions are required to validate contractual reference to specific standards versions and to trace the evolution of standards for technology development programs. The unlimited user access is required to ensure that all FHWA users can access the standards when needed to perform their job functions The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm’s capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
