Solicitation Posted 06/06/2019 ********************************************************************* This synopsis is issued pursuant to Federal Acquisition Regulation (FAR) Subpart 5.203 which prescribes a mandatory requirement for a 15-day pre?solicitation notification. The purpose of this synopsis is to announce the Federal Highway Administration's (FHWA) intent to issue a solicitation for a small business set-aside contract in support of the FHWA, Office of Highway Policy Information. The Office of Highway Policy Information (OHPI) is within the Office of Policy and Governmental Affairs (HPL). OHPI provides leadership in the development of policy, and represents FHWA in Congress and to the international highway community. The mission of the OHPI is to serve as the national source of surface transportation data; providing the U.S. Department of Transportation, Congress, and transportation community with accurate information products in a timely manner to inform the development and implementation of decisions, policies, legislation, programs, and performance goals, while constantly striving to improve the efficiency and effectiveness of data collection and analysis on travelers and the physical, operational and financial condition of our transportation system. The planned Annual Average Daily Traffic (AADT) Alternate Method project is to explore how to estimate AADT and other relevant traffic data from passive data such as cellular data, Global Positioning System (GPS) navigation, location service based data, and other data sources, with the exception of the traditional traffic monitoring methods per the FHWA Traffic Monitoring Guide. This effort will also include tasks to develop specifications and voluntary technical guidance for State and local highway agencies to evaluate such methods and data. The solicitation and all related documents will be released electronically via the Government Point of Entry (GPE) website, otherwise known as Federal Business Opportunities (FBO) or ww.fbo.gov. As such, no written, telephonic or other type of request for an advance copy of the solicitation will be entertained. Potential offerors are encouraged to register on FBO to receive any further information in reference to the subject action inclusive of any announcements, and/or amendments to the solicitation after its release. The FHWA intends to award a single contract as a result of the solicitation. The period of performance shall not exceed 18 months from the effective date of the contract. The NAICS Code for this effort is 541611 with a size standard of $15 Million. This synopsis is not a request for competitive proposals. A Request for Proposals (RFP) is anticipated to be published in the near future. Once the RFP is posted, all interested, responsible small business certified sources may submit a proposal which will be considered by the FHWA.
