This synopsis is issued pursuant to Federal Acquisition Regulation (FAR) Subpart 5.201 which prescribes the issuance of pre?solicitation notices. The purpose of this synopsis is to announce the Federal Highway Administration's (FHWA) intent to issue a full and open solicitation under FAR part 15 on behalf of the Office of the Secretary (OST) for the Department of Transportation (DOT)'s Core Telecommunication environment and its assets' O&M support services and related supplies, hereinafter referred to as Core O&M (Task 1) or simply "Core" and other directly related initiatives (Task 2). Core O&M includes specified telecommunications systems, their hardware, software, direct interconnectivity, and any directly related services and supplies needed to meet their O&M requirements. Other directly related initiatives include but are not limited to additional project tasks, new technology upgrades, and equipment replacement. Prospective offerors must be an authorized Ribbon Federal partner with more than five years of successful demonstrable experience servicing, selling and/or implementing the Ribbon product line to the Federal Government; to include but not be limited to, legacy Genband products: CS2100 (to include MG9K, G6, Ribbon AS attached, Stand-Alone Application Server (AS)), CS-1000; and legacy Sonus products: SBCs 1K/2K, 5K, SWe; PSX; EMS; VX-900). The FHWA intends on providing a draft Request for Proposals (RFP) as an attachment in an amendment to this notice. The solicitation and all related documents will be released electronically via the Government Point of Entry (GPE) otherwise known as Federal Business Opportunities (FBO) or www.fbo.gov. As such, no written, telephonic or other type of request for an advance copy of the solicitation will be entertained. Potential offerors are encouraged to register on www.fbo.gov to receive any further information in reference to the subject action inclusive of any announcements, and/or amendments to the solicitation after its release. As a result of this solicitation, the FHWA intends to award a hybrid firm-fixed-price/labor-hour/time-and-materials contract. The anticipated period of performance shall not exceed 60 months. The NAICS Code for this effort is 811213 Communication Equipment Repair and Maintenance. This synopsis is not a request for competitive proposals. The RFP is anticipated to be published in the near future. Once the RFP is posted, all potential sources that are interested, qualified and responsible may submit a proposal which will be considered by the FHWA.
