The Federal Highway Administration (FHWA) intends to award a sole source purchase order to Renaissance Planning to develop a national framework for efficient transportation decision making (ETDM). Renaissance Planning works directly with state DOTs, MPOs and local governments on integrated land use and transportation planning. This includes the delivery of corridor planning studies, pre-NEPA environmental reviews, long range transportation planning, travel demand modeling, scenario planning and community engagement. Additionally, Renaissance regularly delivers technical assistance, develops and provides trainings, produces guidance documents and conducts research through NCHRP on a range of integrated planning issues. The goal of ETDM is to make transportation decisions more quickly without sacrificing the quality of the human and natural environments. FHWA would work Renaissance Planning to develop and deploy ETDM nationally. They have 20 years of experience working within DOTs to create new programs and processes related to planning and environmental streamlining. They also have 20 years of experience working with federal agencies in providing technical assistance across a wide range of topics areas. They have direct experience in orchestrating effective interagency coordination between DOT's, MPOs and resource agencies as well as experience in using GIS-based analysis to support preliminary environmental screening. This firm has direct and specific understanding of how a National Framework for ETDM could be integrated into FHWA's existing Planning and Environmental Review Toolkit. A purchase order, issued under FAR Part 13, is anticipated and the total estimated value is not to exceed $249,100. The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
