Pursuant to 13.106-1(b), the Federal Highway Administration (FHWA) intends to negotiate a sole source purchase order with the Idaho Rural Partnership (IRP) to deliver three community assessments in the rural Idaho communities of Ashton, Blackfoot, and Harrison. The Idaho Rural Partnership (IRP) joins diverse public and private resources in innovative collaborations to strengthen communities and improve life in rural Idaho by providing community assessment technical assistance to rural communities in Idaho. The community assessment process accomplishes the following goals: communities participants reach agreement about community priorities and economic development opportunities; supports future grant applications with objective, professional assessment of local conditions and opportunities; identifies sources of funding, technical assistance, and best practices; improves community decision-making and leadership strategies; increases the number of residents involved in community organizations and projects; and strengthens relationships with agencies that provide funding and assistance The Idaho Rural Partnership was the entity awarded the T2 Deployment Funds to provide the technical assistance. A purchase order, issued under FAR Part 13, is anticipated and the total estimated value is not to exceed $15,000. The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
