Pursuant to 13.106-1(b), the Federal Highway Administration (FHWA) intends to negotiate a sole source purchase order with the University of Illinois at Chicago, Energy Resources Center (UIC-ERC for services to develop interactive web interface and access to geospatial database. The University of Illinois at Chicago, Energy Resources Center (UIC-ERC) established and supports the Rights-of-Way as Habitat Working Group (ROWHG). The ROWHG has been beneficial to DOT roadside vegetation partners by providing access the latest tools and resources, sharing knowledge, and building capacity for habitat conservation on working landscapes. In addition, ROWHG brings partnership between DOT roadside vegetation managers and vegetation management expertise from multiple industries to develop best practices that support delivery of road projects, program improvements and cost-effective asset management. The UIC-ERC geospatial database project provides a central repository for tracking existing, restored, and potential habitat areas to further understanding of the ecological benefits and opportunities of right-of-ways. This database system facilitates conservation partnerships within and across sectors, supports engagement with resource agencies to help avoid future listings under the Endangered Species Act, and works to promote voluntary conservation actions for at- risk or listed species. The database is being built in collaboration with the Field Museum as part of a National Fish & Wildlife Foundation grant. A competition would not ensure smooth implementation of the geospatial database interactive web interface development by UIC-ERC and continuity of service and benefits to DOT roadside managers and 24 organizations, agencies, and businesses partners. The outcomes described resulting from this technology support and align with needs and interests of DOTs and FHWA. A purchase order, issued under FAR Part 13, is anticipated and the total estimated value is not to exceed $20,000. The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
