This Broad Agency Announcement (BAA) is contemplated in accordance with FAR 6.102(d)(2) and FAR 35.016. A formal Request for Proposals or other solicitations regarding this announcement will not be issued. This BAA is an expression of interest only, and does not commit the Government to pay any proposal preparation costs. All responsible sources capable of satisfying the Government's needs may submit a proposal. The Government reserves the right to award either contracts, assistance agreements, or other instruments determined to be of benefit to the Government in achieving the goals of this program. The Accelerating Market Readiness (AMR) program will provide resources for the rapid, national assessment of emerging innovations and for the development of objective-written documentation of these assessments. These activities are intended to help advance the innovations to a more complete market-ready status, which in turn should accelerate the adoption of the innovations by transportation agencies. Note to Offerors: Funding is available in the total amount of $3 million dollars for all awards under this BAA. The Government anticipates up to eight (8) contracts, cooperative agreements or funding allocations may be awarded. The Government estimates that AMR awards will range in value between $200,000 and $500,000. The deadline for submittal has been extended to 4/22/2019.
