This Amendment is to provide additional clarifications to the offerors: 1) Question: The Government shutdown has impacted many of our clients' availability to complete the Past Performance Questionnaire. This not only impacts us directly, but also our subcontractors as well. If the shutdown ends this week, then point would be moot. However, in the event that the shutdown continues into next week, can the bidders simply provide their CPARS and other requested information in lieu of having clients (whom are not available due to shutdown) complete pages 2 of the Questionnaire? Response: Please keep in mind that per FAR 15.305(a)(2)(iv), "In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror may not be evaluated favorably or unfavorably on past performance." Government can search for the offeror's CPARS/PPIRS information independently. 2) Question: Page 80 of the RFP appears as though the Government is requesting 2 key personnel for the Research Psychologists/Human Factors Specialist category, but Attachment J.2 indicates only one category in the spreadsheet. Which is it? Is FHWA be willing to modify the J.2 template to include lines for 2 Key/1 Non-Key Research Psychologist/HF Specialist? As FHWA has requested 2 Key and 1 Non-Key, we would need 3 discrete labor rates. Response: Please follow the instructions outlined in Attachment J.2. Please do not include additional categories or change/modify attachment J.2.
