Exploratory Advanced Research (EAR) Program Broad Agency Announcement (BAA)
The Federal Highway Administration (FHWA) intends to solicit research and development proposals through a 5-year Open Broad Agency Announcement (BAA) to deliver practical solutions to high-priority problems. Proposals will be solicited periodically through individual calls that specify topic areas, such as digital twin applications for construction automation, asset management, and roadside safety systems. This BAA provides a flexible acquisition tool to quickly execute research supporting the Exploratory Advanced Research Program. The government is not committed to pay proposal preparation costs and reserves the right to award contracts determined to be beneficial. All responsible sources capable of satisfying the government's needs may submit a proposal.
