This solicitation is being conducted via a Broad Agency Announcement (BAA) per Federal Acquisition Regulation (FAR) 15 Contracting by Negotiation and FAR 35.016 Broad Agency Announcement. The United States Department of Transportation is soliciting proposals for Advanced Driver Assistance Systems Microsimulation Model Development and Validation using a Broad Agency Announcement to procure models that describe how Advanced Driver Assistance Systems (ADAS) and Automated Driving Systems (ADS)—with or without connectivity—operate in traffic. SAE defines Taxonomy and Definitions for Terms Related to Driving Automation Systems for On-Road Motor Vehicles for ADAS and ADS features and Taxonomy and Definitions for Terms Related to Cooperative Driving Automation for On-Road Motor Vehicles for cooperative driving automation (CDA). ADAS features, which include SAE levels 1 and 2, are available in new commercially available vehicles and have features like automatic emergency braking and adaptive cruise control. ADS technology, SAE levels 3–5, is currently under development, with no vehicles now commercially available with ADS capabilities. The models proposed in response to this proposal request should seek to fill gaps in current traffic operations modeling (e.g., microscopic simulation) capabilities. The Offeror should justify why this/these proposed model(s) are the most important to develop now. The justification should include, but is not limited to, the importance of developing the model (e.g., why infrastructure owners and operators need this modeling capability) and the feasibility of developing a generalizable and transferable model (e.g., what data are available so that the model(s) can be created and validated using ground truth data), and a list of research and policy questions that can be answered using this/these model(s).
