This Sources Sought Notice is not a request for formal proposals or quotes. Responses to this Sources Sought must be received by email no later than the date specified in the response section. The U.S. Department of Transportation (DOT) / Federal Highway Administration (FHWA), Office of Technical Services, Resource Center (OTS-RC) is conducting market research to determine if there are any businesses capable of producing a 5-minute animated educational video on traffic noise effects on bird habitat. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company has the capability and experience to compete for this acquisition. Our intent is to reserve the future acquisition for small business but information from all interested vendors will be accepted and reviewed. [SB(1] Determination by the Government not to compete this proposed contract action based on responses to this notice is solely within the discretion of the Government. The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach.
