This is NOT a solicitation for proposals, proposal abstracts, or quotations. The Federal Highway Administration (FHWA) is conducting a market survey to identify potential sources for an anticipated contract award. The purpose of this notice is to obtain information, for planning purposes, regarding (1) the availability and capability of qualified sources to perform all or some of the work described below; and (2) the size classification of the available and capable sources relative to the North American Industry Classification (NAICS) code for the proposed acquisition. This notice does not solicit proposals. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Additionally, the U.S. Government will not provide reimbursement for any information that may be submitted in response to this sources sought/market research. Respondents are solely responsible for all expenses with responding to this this sources sought/market research. Responding to this sources sought/market research will neither increase nor decrease an information provider’s likelihood of being awarded any contract in the future by FHWA for the requisite services. The FHWA is seeking to identify sources that can provide support services related to conducting economic analysis, reviews, studies, reports and model support in the following areas: Cost-effectiveness of FHWA Regulations and Policies – to include: Development and implementation of an initiative to enhance the quality and consistency of the benefit-cost analysis (BCA) developed for proposed regulatory changes across the Agency; interpreting and implementing Office of Management and Budget (OMB), Government Accountability Office (GAO), and U.S. Department of Transportation (DOT) guidance related to the application of economic principles, such as benefit-cost analysis, across FHWA; implementing the Executive Order of January 30, 2017, titled “Reducing Regulation and Controlling Regulatory Costs” working with the Office of the Chief Counsel, FHWA program offices, and the Volpe National Transportation Systems Center; preparing Regulatory Impact and Regulatory Flexibility Act analysis for FHWA Regulations as well as completing quality reviews of regulatory evaluations prepared by other entities; preparing for and assisting in coordinating discussions with OST offices to align FHWA’s BCA capabilities with Departmental needs. General Economic Analysis (A) Economic Analysis to Inform HPTS Policy Studies and Impacts on Transportation Markets – to include: Providing technical assistance on requests for information from the Office of Transportation Policy Studies, reviewing cost or benefit related proposals with individual FHWA program offices, or providing technical insights to the Office of the Administrator or FHWA leadership teams; conducting literature reviews, benefit-cost analysis of program options, proposed and completed research studies and guidance / manuals; participation with other policy analysts in policy research areas related to the emerging transportation trends, technologies, modal options, transportation service markets, economics of transportation demand, investment needs, or funding and financing. (B) Technical Assistance on Highway Investments, Conditions and Performance Reports – to include: Supporting the development of the biennial “Status of the Nation’s Highways, Bridges, and Transit: Conditions and Performance” report to Congress (C&P Report) by assisting in the development of assigned sections of the C&P Report and supporting an effort to improve the communications and visualization of the C&P Report, including enhancing interactivity features of the C&P website. (C) Assessment and BCA of Transportation Model Improvements – to include: Review and assess transportation models such as Highway Economic Requirements System (HERS), National Bridge Investment Analysis System (NBIAS), United States Applied General Equilibrium (USAGE), Highway Revenue Forecasting Model (HRFM) and others, especially with respect of the way they perform economic analyses; proposing potential model improvements, estimating their impact on model results and advising on implementation steps, including, for some potential improvements, designing, building and utilizing excel spreadsheet models and model improvements. PAGE LIMIT: The capability statement shall be no more than 5 pages in length, single-spaced, with font sized 12 or larger using Times New Roman or Arial. The minimum font size for charts shall be 10 point. Margins (Top, Bottom, Right and Left) no smaller than 1” (headers and footers are allowed in the margins) page size shall be no greater than 8.5” x 11.” Submission shall be provided in electronic format readable and searchable by Adobe Acrobat or Microsoft Word.
