This is a Request for Information (RFI)/Sources Sought only, and is NOT a solicitation for proposals, proposal abstracts, or quotations. This RFI is for informational purposes and does NOT establish a contractual relationship between the interested party and The Government. The Government will NOT reimburse the respondents for any costs associated with this RFI submitted in response thereof. In addition, the Government will maintain confidentiality for each subsequent submission when requested by the respondent. FHWA will evaluate the information gathered through public comment to determine whether and how to proceed with its action plan in developing and administrating a robust talent development program. Respondents must provide capability information for either or both the Corporate Competency Model or Leadership Competency Model and address all bullets under the headings in Section 4.2 FHWA Competency Framework. All competencies listed in Section 4.2 must be addressed within the given page response page submission framework. See attached document for additional information.
