01/02/2019 NOTE: The correct sources sought number for this solicitation is: 693JJ3-19-SS-0002 THIS IS A sources Sought Announcement to conduct market research. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The Federal Highway Administration (FHWA) is conducting a market survey to identify potential sources for anticipated contracts awards. The purpose of this notice is to obtain information, for planning purposes, regarding (1) the availability and capability of qualified sources to perform all or some of the work described below; and (2) the size classification of the available and capable sources relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. This notice does not solicit proposals. Responses to this notice are not offers and cannot be accepted by the government to form a binding contract. Additionally, the FHWA will not provide reimbursement for any information that may be submitted in response to this sources sought/market research. Respondents are solely responsible for all expenses with responding to this sources sought/market research. Responding to this sources sought/market research will neither increase nor decrease an information provider's likelihood of being awarded any contract in the future by FHWA for the requisite services. Recent research has shown the potential success of using passive data to decipher traffic volumes along with other movement data such as origin destination data and modal share data. To promote further development and deployment of such advancements, the Federal Highway Administration has organized a pooled fund effort with the objective of developing and deploying methods to provide vehicle volume data and classification data through the use of passively collected probe and other non-traditionally available data. The term of "passively collected data" means data are not collected through traditional roadway point based sensor detections but instead use vehicle stream sources such as probe based data from smart phones, vehicle transponders, vehicle tracking devices and other sources that this research will uncover. The planned Annual Average Daily Traffic (AADT) Alt Method project is to explore how to estimate AADT and other relevant traffic data from passive data such as cellular data, GPS navigation, location service based data, and other data source except the traditional traffic monitoring methods per the FHWA Traffic Monitoring Guide. The effort will also include to develop specifications and voluntary technical guide for state and local highway agencies to evaluate such methods and data. The FHWA is seeking to identify sources that can provide support services related to obtaining national, regional, state, and local travel behavior core data. Interested parties who consider themselves qualified to perform all the listed services herein are invited to submit a response to this sources sought/market research notice. PAGE LIMIT: The total page limit including the capability statement shall be no more than 8 pages in length, single-spaced, with font sized 12 or larger using Times New Roman or Arial. The minimum font size for charts shall be 10 point. Margins (Top, Bottom, Right and Left) no smaller than 1" (headers and footers are allowed in the margins) page size shall be no greater than 8.5" x 11." Submission shall be provided in electronic format readable and searchable by Adobe Acrobat or Microsoft Word. Do NOT submit marketing material, slide presentations or technical papers.
