This is a PRE-SOLICITATION NOTICE; it is not a solicitation announcement; thus, this PRESOLICITATION NOTICE neither solicits for proposals nor bids and no contract will be awarded based on this PRESOLICITATION NOTICE. The purpose of this PRESOLICITATION NOTICE is to alert the public that the Maritime Administration (MARAD), which is an agency of the United States Department of Transportation, intends to establish a fuel oil quality management program and to test marine fuel oils and bunkers. The U.S. Department of Transportation Maritime Administration's National Defense Reserve Fleet (NDRF) supports the Department of Defense with the rapid worldwide deployment of U.S. military personnel, equipment, and supplies. Below are supplies/services that MARAD may include in the solicitation. Sample Kits Sampling Equipment Shipping of Sampling Kits Fuel Oil Quality Analysis Testing Fuel Oil Quality Analysis Testing Storage Tank Fuel Oil Quality Analysis Testing Same Day Turn Fuel Oil Forensic Analysis Training Bunker Surveyor The solicitation for this procurement will be a one-year base period, plus four (4) one-year, option periods. The solicitation, which will be used for this procurement will be a Request for Proposals (RFP) and may be issued in September 2025 or asap thereafter. The RFP number will be: 693JF725R000007. In addition, MARAD will utilize a Firm, Fixed-Price Contract for the above-mentioned procurement. The period of performance of the ensuing contract will be: one-year base period, plus four (4) one-year, option periods. The appropriate North American Industry Classification System (NAICS) code for this procurement is 541380. Also, this procurement is anticipated to be a Total Small Business set-aside. This will be a negotiated procurement conducted in accordance with FAR Part 15. The Government will select the offer that presents the best value based on a comparative assessment of the proposals against all source selection criteria. The Government will award the contract to an offeror deemed responsible in accordance with the FAR, whose proposal conforms to the solicitation requirements (including all stated terms, conditions, representations, certifications, and all other information required by the solicitation).
