The Department of Transportation/Maritime Administration intends to issue a Request for Proposal (RFP) in accordance with the procedures outlined in FAR 12 - Acquisition of Commercial Items and FAR 15... The Department of Transportation/Maritime Administration intends to issue a Request for Proposal (RFP) in accordance with the procedures outlined in FAR 12 - Acquisition of Commercial Items and FAR 15 - Contracting by Negotiation. The RFP will be for a facilities and systems maintenance requirement that will complement Government-provided maintenance. It will be issued on sam.gov on or about 14 days after this synopsis notice is posted. The Government will require the Contractor to provide all services, materials, supplies, plant supervision, labor and equipment, except specified as Government-furnished, needed to develop a written preventative maintenance program. The Contractor will also be required to operate, maintain, repair and improve, through minor construction, real property, facilities and equipment. All work shall be performed at the U.S. Merchant Marine Academy located at 300 Steamboat Road, Kings Point, NY 11024. The Government intends to award a single-award IDIQ contract, under which a Firm-Fixed-Price (FFP), Labor Hours (LH) and Time and Material (T&M) type task orders may be issued. The NAICS Code for this procurement will be 561210 - Facilities Support Services and the Small Business size standard will be $41.5M. The Product Service Code will be Z1PZ – Maintenance of Other Non-Building Facilities. This requirement will be set aside 100% for Small Business participation only.
