SYNOPSIS: THIS IS A PRE-SOLICITATION NOTICE. This pre-solicitation notice, in accordance with Federal Acquisition Regulation (FAR) 5.204, is posted by the U.S. Department of Transportation, Maritime Administration (MARAD) to announce the intention to issue a Request for Proposal (RFP) for Conference and Meeting Logistics Support. PROPOSALS are not required in response to the PRE-SOLICITATION notice. This will either be a Single Award or Multiple Award (MA), Indefinite Delivery, Indefinite Quantity (IDIQ) solicitation 100% set-aside for Service- Disabled Veteran Owned Small Business (SDVOSB) companies using Full and Open Competition after exclusion of sources procedures under FAR 6.2. SCOPE OF WORK: The Solicitation is designed to address the need for a full range of service categories that integrate multiple professional service disciplines and ancillary services/products with the preference for fixed-price contract types and pricing at the task order level. The services to be provided under the MARAD indefinite delivery indefinite quantity (IDIQ) solicitation are intended to meet the professional service mission requirements including all operating administrations and bureaus within the Department of Transportation (DOT). The scope spans many areas of expertise and includes service categories required to formulate a total solution for performance- based requirements. PERIOD OF PERFORMANCE: The MARAD IDIQ contract period of performance will be for a base period of 12-months and include four (4) options of twelve (12) months each. Once the IDIQ contract is awarded, task orders can be awarded in accordance with FAR 16.505 ordering procedures. PLACE OF CONTRACT PERFORMANCE: Product and/or services provided under the Master IDIQ contract shall be accomplished in the 48 contiguous United States (CONUS) locations identified in the Task Order. NAICS CODE: The North American Industry Classification System (NAICS) code for this procurement is 541611 Administrative Management and General Management Consulting Services with a size standard of $15 Million. SET-ASIDE: This notice is to conduct 100% Total Small Business Set-Aside with Service-Disabled Veteran Owned companies only. ORDERING: Designated order contracting officers (OCOs) may execute delivery/task orders to obtain services or other deliverables that are within the scope of the IDIQ contract. The ordering period for task orders will be awarded in association with the IDIQ contract. Once task orders are awarded, the documents will be issued in accordance with FAR 16.505 procedures. OTHER: The solicitation posting date cannot be determined. Therefore, the notice will remain active until the solicitation is posted. Once the solicitation is posted, the response due date for receipt of proposals will be updated. The solicitation will only be available for download through the Government Point of Entry website at www.betaSAM.gov.
