This is a combined synopsis/solicitation for commercial items issued in accordance with the Federal Acquisition Regulation (FAR) Part 13 Streamlined Acquisition Procedures supplemented with additional information included in this announcement. This document constitutes the only Solicitation; technical proposals are being requested and a written solicitation will not be issued. Price offers or quotations will be requested from those Offerors whose technical proposals have been found technically acceptable. MARAD will award a ship recycling contract on a best value basis utilizing non-price and price factors in accordance with Simplified Acquisition Procedures. Awards to the Offeror with a technically acceptable proposal whose proposal is evaluated to be most advantageous to MARAD, price and non-price factors considered. "Best-Value" means the expected outcome of an acquisition that, in the Government's estimation, provides the greatest overall benefit in response to the requirement.
