Bidders shall submit their technical proposal in accordance with the format provided herein. No pricing information should be in the technical proposal. It is believed that sufficient latitude is provided such as not to prejudice or limit the comprehensiveness of the proposal. Technical proposal’s shall be submitted prior to 2:00pm on Thursday, February 21, 2021. Technical proposals will not be accepted after 2:00pm. It is the bidder’s responsibility to ensure their technical proposals are received by MARAD prior to closing date and time. During COVID-19 pandemic mitigation, MARAD recommends the use of express and overnight courier services to deliver proposals 2-3 days prior to the closing date and time. MARAD will not accept technical proposals delivered after the closing time on the submittal date. Bidders are strongly encouraged to inspect the ship before submitting technical proposals. The ship is offered in the AS-IS WHERE-IS condition at its current location and is offered for inspection during the 45-day period beginning on December 9, 2020 and ending on February 9, 2021. The ship, may be inspected at its current location by appointment Monday through Friday, excluding holidays, between 8:00 a.m. and 3:00 p.m., Pacific Standard Time.
