This notice does not in any way commit the Government. The Maritime Administration (MARAD), an agency of the U.S. Department of Transportation, has a requirement for maintenance and repair of 34 mooring buoys installed at the MARAD Layberth Facility (MLF), which is located on the Neches River in Orange, TX. The services required include, but are not limited to, removal of the buoys from four piers, transportation to the contractor’s maintenance facility, media blasted, primed, painted, stenciled, and returned/reinstalled at the MLF. Transportation of the buoys to and from the contractor’s maintenance facility can be by barge or by truck, at the discretion of the contractor. Because the buoys are required for existing vessels moored at the facility and to reduce vessel movement, buoys cannot be absent for extended period times, as such, this requirement has a geographic limitation of a 100-mile radius of the MLF. A Request for Proposal (RFP) will be used and will be issued on or around February 12, 2020. The resultant contract will likely be a type of Indefinite Delivery contract and award is anticipated during the 3rd quarter of FY2020. The contract will be awarded with one 12-month base period and two 12-month option periods. This procurement is 100% set-aside for small businesses. The NAICS code for this procurement is 332313 with Small Business Size Standard of 750 employees. To be eligible for award as a small business, an offeror must represent in good faith that it is a small business, in accordance with the NAICS code identified for this procurement, at the time of proposal submission.
