TITLE: LNG via Waterborne Transport Solicitation Number: 693JF719R000009 Notice Type: Solicitation Synopsis: RFP -Liquefied Natural Gas (LNG) via Waterborne Transport The Maritime Administration (MARAD) is issuing a request for proposals (RFP) for a study that investigates probable waterborne means of transporting liquefied natural gas (LNG) from locations within the US to US terminals or ports. The objective of the study is to identify how to effectively and efficiently supply LNG via waterborne transportation to various regions within the United States where demand shortages occur. The study will serve to better inform the maritime industry on LNG market supply capabilities. Study Requirements: The study should identify existing vessels as well as vessels currently on order in US shipyards, capable of meeting the need to supply regions where natural gas is in short supply during the peak demand season. In addition, the study must: •· - consider potential infrastructure needs and/or modifications necessary to adapt current vessels and landside connections for such purposes; •· - identify existing vessels that are capable of moving supplies of LNG along the coasts as well as identify the need for new build designs that would meet this need; and •· - investigate whether new specialty-designed vessels are needed. To gain a better understanding market and supply needs, the study must also identify: •· - Regions of peak demand supply shortage; •· - Origin and destination ports/terminals for the LNG supply chain; •· - Specific infrastructure needs along the supply chain to support demand; •· - Specific vessel needs for frequent LNG supply transits; and •· - Market economy for the movement of LNG to meet peak demand needs. The study must be completed within 3 months from time of award. Proposals are limited to 10 pages maximum (including any appendices/attachments). Any proposal that exceeds this requirement will not be considered. Any proposal that does not clearly address the evaluation criteria will not be considered. The NAICS Code 221210 - Natural Gas Distribution The following evaluation criteria will be used to evaluate proposals: •· - Working knowledge of the US maritime industry, including but not limited to regulations, maritime cargo movement, and vessel design; •· - Expert knowledge of LNG market within and outside of the US; •· - Knowledge of the LNG supply and transportation routes; •· - Experience with producing published reports/peer-reviewed articles; •· - Ability to complete the project within the limited timeframe; and •· - Cost Funding for this project may not exceed $100,000; subject to the availability of funds.
