Offerors have been separately notified of their invitation to submit Final Proposal Revisions. Proposals received from any vendor not otherwise invited to participate in Final Proposal Revisions WILL NOT be considered and will be returned, unopened. The purpose of RFP Amendment 0005 is to: 1. Revise paragraph 1, line 2 of M.4 Factor 1 - Technical Capability to read: "The combined technical/risk rating includes consideration of risk in conjunction with the significant strengths, strengths, weaknesses, significant weaknesses..." 2. Establish the due date and time of 2:00 PM, Eastern Time, on Monday, April 8, 2019 for submission of Final Proposal Revisions. Final Proposal Revisions will only be accepted from offerors that have been separately invited to do so by the MARAD Contracting Officer.
